Proposals shall be submitted (as one email) to Proposals@GrantGuardians.com with the subject line as “080125-01-[Vendor Name]- Proposal”. If you do not receive a confirmation email from us after 2 business days, reach out to the POC listed below. If you have technical difficulty, reach out immediately and we’ll arrange another method for you to submit your proposal. Delayed submission for any reason does not guarantee a due date extension.

Evaluation of Proposals and Award
The award shall be based upon, in weighted order:
- Technical portion of the proposal
- Price
- Proposed schedule
- Past performance
For price evaluation, any or all of the following may be utilized:
a) Cost Realism Analysis (for any cost elements)
b) Total Cost to Install (includes any cost to prepare the site required for you to implement your proposed solution(s), as well as any loan cost from award through anticipated date of reimbursement)
c) Price Analysis (total price proposed against market research data, historical prices paid, and publicly available prices and standards)
d) Total Cost of Ownership/Life-cycle Cost (this is impacted by warranty durations)
–If a site survey is required: Reach out to the below POC as soon as practicable for scheduling. The proposal due date will not be extended due to failure to schedule a timely site survey.
Proposal Package Contents:
Your proposal shall include at a minimum:
- The fixed price for the job- By default, each CLIN shall have its own price, unless otherwise mentioned. If an alternate structure is proposed it will still be considered but shall include the explanation for the change in pricing structure.
- Past Performance- information about 3 jobs of similar or greater size and complexity that you successfully completed.
- The name of the brand and system that you would be supplying and installing to include the models of the various components.
- The warranty information for the hardware, as well as any warranty on your labor.
- Certificate of insurance(s)
- Proof of Licensing, as applicable
- Subcontractor/ project partner list, to include information about what portion of the job the subcontractor(s) are going to be completing along with their proof of license (as applicable), and description of what requirement they are helping you fill. For example, if you do not have a required license, so you subcontract with a company that does in order for your proposal to meet requirements.
- Detailed project schedule (timelines shall be listed as days from award or prior milestone, and shall be business days).
- Schedule of Performance Based Payments, if applicable.
- Small Business Certification, if applicable. Located within Attachment 2.
- Limited Lien Agreements from your subcontractors, if applicable. Located within Attachment 2.
- Certification Regarding Lobbying. Located within Attachment 2.
- Drawings/designs and assistive photos of any changes to the property necessary for the completion of the job. For example, photo of a room accompanied by photos to links to the conduit to be used or placement to be built etc..
- Statement as to whether you are willing and able to provide an interest free loan to the nonprofit to complete the job until the reimbursement is provided. Note- an answer of “no” does not preclude you from obtaining the award.
-Offeror shall have verifiable sam.gov UEI # to be considered for award.
-Proposal elements pertaining to the evaluation factors listed above shall be no more than 10 pages in length.
-All information contained in this posting is subject to change at any time. ALL PROCUREMENTS ARE SUBJECT TO CANCELATION AT ANY TIME. The offeror will not be reimbursed for any expenses in providing feedback, answering questions, or providing any documentation.
-The Organization reserves the right to award without discussions.
-Notice to Offeror(s)/Supplier(s): The Organization reserves the right to cancel this solicitation, either before or after the closing date. The offeror shall not be reimbursed for any proposal or proposal preparation costs, including in the event of cancellation.
-Offerors shall demonstrate their understanding and/or ability to meet the requirements of the PWS within their proposal.
